Project Overview
Mapping the future of our regional wastewater transmission and treatment system, The Discovery Clean Water Alliance is developing its first General Sewer Plan.
The General Sewer Plan (GSP) is a coordinated effort by the Discovery Clean Water Alliance (Alliance) and its partner agencies to create a comprehensive and accessible plan for the growth of regional wastewater infrastructure. This is the first GSP for the regional partnership, and it will guide wastewater system decision-making over the next 20 years by providing a road map for expansion and ensuring reliable service as our service area grows. It will also help us better understand infrastructure needs and plan for future capital improvements, incorporating recent growth projections as well as community needs and values.
The planning process focuses on regional sewer assets, including wastewater transmission systems, the Salmon Creek Treatment Plant (SCTP) and the Ridgefield Treatment Plant (RTP). As part of this effort, the Alliance will evaluate how best to meet Battle Ground’s future sewer transmission needs, and confirm timing of decommissioning the RTP, which will reroute all flow from RTP to the SCTP. The GSP will also evaluate sustainable and cost-effective options for biosolids and biogases, and plan for sufficient spaces and facilities to support operation of the SCTP through buildout of the site.
The updated GSP will be informed by technical analysis, community engagement and interagency coordination – continuing now through 2026 – with opportunities for public input as the project moves forward. Based on what we’ve heard from community feedback so far, our customers value:

The GSP will evaluate and plan upgrades for wastewater system infrastructure such as gravity interceptors, pump stations, force mains, and the SCTP and RTP.
