Request for Proposals (RFP) #2026-Alliance-01:
Consultant Support Services for 2027-2032
Alliance Program Elements 1-7
Clark Regional Wastewater District, as Administrative Lead for Discovery Clean Water Alliance, will seek qualified firms for 6-year, on-call contracts for the following Program Elements:

| Alliance Program Element 2 | Asset Management Program Support |
| Alliance Program Element 3 | Operational and Technical Engineering Support |
| Alliance Program Element 4 | Capital Plan and Capital Program Support |
| Alliance Program Element 5 | Capital Project Delivery Services – R&R Existing Assets |
| Alliance Program Element 6 | 3rd Party Inspection and Testing Services |
| Alliance Program Element 7 (Future) | Capital Project Delivery Services – CIP New Assets |
Proposals will be accepted for any individual Program Element or any combination of Program Elements within a single Proposal document. Proposers will be required to provide a complete submittal for all services contemplated within an individual Program Element. Proposals for a partial Program Element will be considered non-responsive. Individual Program Element Proposals will be independently evaluated and awarded.

Clark Regional Wastewater District (District), acting as the Administrative Lead for the Discovery Clean Water Alliance (Alliance), is requesting proposals from firms interested in providing Program Element support for the Alliance. The request for proposal documents may be obtained through the District Procurement Portal here: https://mrscrosters.bonfirehub.com/.
Proposals will be accepted via print-ready PDF on the Procurement Portal no later than 10:00 AM, Pacific Time, July 23, 2026. Free registration is required to use this platform, to view and download documents, be notified of addenda, and to submit a Proposal.
Appointment times were made available for interested firms to schedule a 2-hour plant tour and Q&A with District staff. Designated blocks of time were 2:30-4:30 pm on the following days:
- January 30, 2026
- February 13, 18, 20, and 27, 2026
- March 6, 9, 13, and 16, 2026
